These two features will be visible when you are calling someone on Whatsapp & that person doesn’t respond or hang up the call. if he/she is not accepting/rejecting the call, then you;ll get a pop-up message with these three options which will be ‘cancel’ which simply means that you can opt for cancelling the current call. the second option we have is ‘Call Back’ which mean you can call him/her back. there is another option which says ‘Record Voice Message’ which means you can record a new voicemail & sens it to that friend of yours.
